The Jinan New and Old Kinetic Energy Conversion Start-up Area (hereinafter referred to as the Start-up Area) is located in the north-central part of Jinan, spanning both sides of the Yellow River, with a planned area of ​​about 798 square kilometers. It was approved for establishment on April 25, 2021 and put into operation on August 19 of the same year. It is the second start-up area in the country after the Xiong’an New Area Start-up Area, the only new area in the country with the theme of “New and Old Kinetic Energy Conversion”, and the only “physical” new area supported by the “Outline of the Yellow River Basin Ecological Protection and High-quality Development Plan”.
The main structure is a steel frame structure, the floor slab adopts a steel truss floor slab, and the interior partition wall adopts an autoclaved lightweight concrete wall panel. According to the prefabricated design plan, these building components are all processed in a standardized manner in the factory, which reduces the waste of materials and construction waste on site during the construction process, and greatly saves the construction period. At the same time, all the connections are made by full bolt connection or bolt-welding combination, which also reduces on-site welding operations, “faster installation speed and easier to ensure construction quality”.

The Cultural Tourism City Exhibition Center is built in the shape of a lotus bud about to bloom. The interior of the building is cylindrical and has 12 sets of petal-shaped steel frame structures installed around it. Each “petal” is about 30 meters high, with a dark red bottom and pink top. The color and appearance are very similar to the lotus. The building is surrounded by water on three sides, and looking down from a high place is like a super lotus blooming in the water.
